difficulty in accepting and it would also be important to give as clear an indication as is possible about future intentions to new students, who should be admitted on a test not lower than the University would prescribe. They could be given a promise that the standards of teaching and examination conducted under the authority of this Committee would be not lower than had been achieved in the past by the University. It would, we feel, be necessary to add Bome thing in general terms to the effect that the form in which higher education should be continued in the Colony is at present under consideration.
11. We should be glad to know whether you agree that the University should not be formally re-opened until January, 1947, and also to have your views on the proposal set out in the foregoing paragraph. If you agree with it, perhaps the most convenient way of making the position clear to new students would be to make a public announcement, which should, however, avoid any mention of the formal re-opening of the University, unless, by the time it is made decision has been taken on the Committee's recommenda- tion. It would, I think, be well if you could consult us about the draft of any announcement which you propose to make.
